No. Season 7 starts after The League Cup. Think of it like the cup is League Season 6.9999999999999999999999999999 and then we start the actual League. The cup was so I could adjust to running something of this scale, having never done it before I thought (and still think) this is the ideal way to make sure everything runs smoothly and I don't screw up anything major. tl;dr Season 7 hasn't really started yet.
