The TEW 2016 mod section has a ton of stuff. I can only assume pic packs will work the same way in 2020 so you could use those. I could very well be wrong here, but: TheWho87's frequent updates are probably the biggest that include the most promotions, previously Fleisch and southside_hitmen's (now Questlove) Real World Chronicles seems very popular, and gazwefc Killing the Business mod is a newer one that looks for less promotions but more detail (and includes a very nice-looking picture pack I must say).
