I am usually hitting B+ shows with a C+ popularity in america, only time I don't get B+ it's an A, my shows are on TV and until the most recent patch every show increased my popularity in every region of USA. However, since the patch I now only increase popularity in the region I ran the show in, has this been changed? Is that now how it should be? Where you can see storylines, Hire Local, Borrow From Dev, etc. It should be something like "Alliance Titles." You enter that and you there is a button on that screen that says "Borrow." I think I finally figured it out. You negotiate the special as an event, but do it with a free to air broadcaster (i.e. SNME on NBC). When you run the event, in the locker room screen, in the top left hand corner, you can select the broadcasters that are eligible to show the event. Pick the one you want.
