Obviously the popularity of your company and the level of your broadcasters caps the popularity a bit.</p><p> </p><p> It seems by and large star quality is the most important factor but (im pretty sure its in the handbook) theres just a hidden value that some guys cant seem to get past. At least until maybe later stages in their career. Maybe? I'm only like three years into my save.</p><p> </p><p> I will say this: The thing that will get your guy over the most is beating a more popular worker than them. Eventually, they will get to a point where no matter what you do they won't rise anymore. A very tiny select few workers in the company I'm playing have the capability to get to 100 pop. Like I have 70 guys on my main roster I think i have three that have the ability to get max pop. And that sounds about right. And I feel like once they get there as long as they are in their "prime" as a worker its easy to get that pop back (squash matches!!!)</p><p> </p><p> While SQ is important, I've got a very tiny handful of workers with crappy SQ that have higher popularity caps than workers with relatively good SQ. Previously could just see it in matches that they'd improved something, but just wanted to see if there was an easier way I hadn't seen. I just had a guy I was offering 39K per month and 35% merch to and he took 20K and 25% merch with no other terms. He apparently wasn't even seriously considering my offer. He didn't seem to have any kind of loyalties or friendships that would impact anything, and the promotions were sized similarly. It feels like people are way too willing to take like half the money to stay where they are. How much do I have to outbid people by to be competitive in trying to get workers? When you say "won't score well no matter what", what do you mean exactly? If they have super low popularity, entertainment skills, star quality, sex appeal AND menace, then you should probably rate them on overness, just because with low skills in everything else, that's likely to give them the best rating. If you want to be extremely gamey, you could rate them on Fighting or Selling (unless their brawling/puro/hardcore AND selling are also all really low... although at this point I'd start to question why you hired him ). If it's a storyline you're worried about advancing, then off-screen (or on screen but not rated) isn't a problem, the storyline will still advance. I'm not sure if a worker needs to actually be rated on something in order to gain anything from an angle, to be honest. I always assumed they did, but "not rated" might be fine. I think I'll look to have them do brawls with other teams so I can rate them on fighting and they can work with other teams who have better charisma. Does it say anywhere what % of the way workers are to the Hall of the Immortals spot? Look in the achievements tab on their profile page.
